Prime Minister Research Fellows Scheme


▪️The Union Cabinet has approved implementation of Prime Minister’s Research Fellows (PMRF) Scheme for doctoral students pursuing research in areas related to technology. It aims to realize importance of innovation and technology for progress and development of the nation.

✔️ Prime Minister’s Research Fellows (PMRF) Scheme

▪️The fellowship scheme was announced in the Budget Speech 2018-19. It will be implemented for period of seven years beginning 2018-19 at total cost of Rs. 1650 crore.

▪️Under it, best students who have completed or are in final year of B. Tech/Integrated M.Tech / M.Sc courses in Science and Technology streams from IISc/IITs/IISERs/ NITs/IIITs will be offered direct admission in PhD programme in IITs/IISc. Maximum of 3000 Fellows would be selected in three year period, beginning 2018-19.

▪️Monthly fellowship: Selected students through selection process laid down in PMRF Guidelines will be offered monthly fellowship of Rs.70,000 for first two years, Rs.75,000 for 3rd year and Rs.80,000 in 4th and 5th years.

▪️Research grant: Each selected fellow students will be also provided research grant of Rs.2.00 lakh for period of 5 years to cover their foreign travel expenses for presenting research papers in international conferences and seminars.

▪️The scheme will help tapping talent pool of country for carrying out research indigenously in cutting edge science and technology domains. Goods and Services Tax (GST) refers to the single unified tax created by amalgamating a large number of Central and State taxes presently applicable in India.
The salient features of GST are as under:
- GST comes under the broad spectrum of what is known as Value Added Tax which provides for
input credits and taxes only the value addition that happened in the process of production / provision
of service.
- GST would be applicable on supply of goods or services as against the present concept of tax on the
manufacture or on sale of goods or on provision of services.
- GST would be a destination based tax as against the present concept of origin based tax. i.e, tax is
imposed at the point of consumption.
- It would be a dual GST with the Centre and the States simultaneously levying it on a common base.
- The Centre would levy and collect the Integrated Goods and Services Tax (IGST) on all inter-State supply of goods and services. There will be seamless flow of input tax credit from one State to
another. Proceeds of IGST will be apportioned among the States.
- Import of goods or services would be treated as inter-State supplies and therefore, would be subject to IGST in addition to the applicable customs duties. In other words, all imported goods will be charged integrated tax (IGST) which is equivalent to Central GST + State GST. This will bring equality with taxation on local products.

Controversy over Article 35A

Why in News?

Recently a petition has been filed in the Supreme Court (SC) by a Kashmiri woman, who has been denied the right to property in the state by virtue of Article 35A.
In its response, the court sent notices to the Centre and the state governments to address her plea.
The central government responded in SC that since Article 35A raises several "sensitive questions" so the point about its legality demands a "larger debate".
Earlier, an NGO, We the Citizens, had also challenged Article 35A in SC in 2014 on grounds that it was not added to the Constitution through amendment under Article 368. The case is pending in the Supreme Court.

Background

J&K became a part of India through instrument of accession signed by its ruler Hari Singh in October 1947.
After J&K's accession, Sheikh Abdullah (Sadr-i-Riyasat) negotiated J&K's political relationship with New Delhi, which led to the inclusion of Article 370 in the Constitution.
Article 370 guarantees special status to J&K, restricting Union's legislative powers to three areas: defence, foreign affairs and communications.
However, under the Delhi Agreement 1952 between Abdullah and JL Nehru, several provisions of the Constitution were extended to J&K via Presidential Order in 1954 including Article 35A.

What is Article 35A?

Article 35A was added to the Indian constitution through a presidential order of 1954 with the then J&K government's concurrence.
Article 35A allows the Jammu and Kashmir legislature to define the list of 'permanent residents' of the state, who are eligible to vote, work for the state government, own land, secure public employment and college admissions etc. Non-permanent residents are denied all these rights.
A woman from outside the state shall became a permanent resident on marrying a male permanent resident of the state but a daughter who is born state subject will lose the right on marrying an outsider.

What is the significance of Article 35A?

J&K's Constitution was framed in 1956 in which permanent residents law was defined. All persons born or settled within the state before 1911 or after having lawfully acquired immovable property resident in the state for not less than ten years prior to that date.
Permanent residents law prohibits non-permanent residents from permanent settlement in the state, acquiring immovable property, govt. jobs, scholarships and aid.
It was also interpreted as *discriminatory against J&K women.* It disqualified them from their state subject rights if they married non-permanent residents.
In a landmark judgment in October 2002, J&K High Court had held that women married to non-permanent residents will not lose their rights. Though the children of such women will not have succession rights.

Article 370 in Part XXI of the Constitution grants a *special status to Jammu & Kashmir* (J&K). According to it all the provisions of the Constitution of India do not apply to J&K.
J&K is also the only state in the Indian Union which has its own *separate state Constitution.*
Part IV (dealing with *Directive Principles of State Policy*) and Part IVA (dealing with *Fundamental Duties*) are *not applicable to J&K*.
The term of the J&K
Assembly is six years unlike other Indian states assemblies.

How do Barcodes work?

Barcodes are a machine-readable way of writing letters and numbers. A laser is shone onto the barcode and the refl ected light can be interpreted by the barcode reader. There are many types of barcodes, but the ones most commonly found in supermarkets use a row of lines of different widths. The different widths represent diff erent numbers. In the UK many items are coded with a GTIN – Global Trade Item Number. This allows the manufacturer to print the barcode on the packages. The numbers are unique to that item. The barcode only has a number, but no product information. That is held in a database which the retailer can access at the point of sale. It also means that shops can set their own prices and change them easily.

Ayushman Bharat-Healthcare SCHEME

The Government announced two major initiatives in health sector, as part of Ayushman Bharat programme. They are Health and Wellness Centre andNational Health Protection Scheme. In the Budget 2018-19 the Finance Minister said that this was aimed at making path breaking interventions to address health holistically, in primary, secondary and tertiary care systems, covering both prevention and health promotion. 

 Background

Funding for healthcare has been a major concern in the country. After decades of independence we still lag behind in addressing healthcare delivery across the length and breadth of the country.Under the existing Rashtriya Swasthya Bima Yojana (RSBY), poor families get an annual coverage of ₹30,000. RSBY will be subsumed under National Health Protection Scheme. Several State governments have implemented or supplemented health protection schemes that provide varying coverage. Ayushman Bharat programme builds on these schemes.

Health and Wellness Centre

The National Health Policy, 2017 has envisioned Health and Wellness Centres as the foundation of India’s health system. Under this 1.5 lakh centres will bring health care system closer to the homes of people.These centres will provide comprehensive health care, including for non-communicable diseases and maternal and child health services. These centres will also provide free essential drugs and diagnostic services. The Budget has allocated Rs.1200 crore for this flagship programme. Contribution of private sector through CSR and philanthropic institutions in adopting these centres is also envisaged.

National Health Protection Scheme

National Health Protection Scheme will cover over 10 crore poor and vulnerable families (approximately 50 crore beneficiaries) providing coverage upto 5 lakh rupees per family per year for secondary and tertiary care hospitalization. This will be the world’s largest government funded health care programme. Adequate funds will be provided for smooth implementation of this programme.

Significance

This takes India towards the goal of universal health coverage and building Swasth Bharat. The bottom 40% of the population can now access healthcare at secondary and tertiary level institutions belonging to the public health system and private health system.The scheme involves enagemmnet with the state governments because the scheme will be delivered by the states. The states are the custodians and the implementers of the scheme.These two health sector initiatives under Ayushman Bharat Programme will build a New India by 2022 and ensure enhanced productivity, well being and avert wage loss and impoverishment. These Schemes will also generate lakhs of jobs, particularly for women. Challenge will be scheme implementation and governance.The scheme would create tremendous awareness of health insurance, the same way Jan Dhan did for bank accounts. People in countries that provided higher health insurance cover had a higher life expectancy. The same will happen in India now with this announcement. 

Enhancing Accessibility of quality Medical Education and Healthcare

The Finance Minister said that in order to further enhance accessibility of quality medical education and health care, 24 new Government Medical Colleges and Hospitals will be set up, by up-grading existing district hospitals in the country.Access to tertiary healthcare in India currently faces a huge challenge, both in terms of infrastructure and qualified medical professionals, especially in rural areas. The move to open one medical college for every three parliamentary constituencies will help in addressing the challenge related to availability of healthcare professionals in hospitals, improve access to healthcare and bridge the demand-supply gap.

MAHANADI TRIBUNAL GETS CENTRAL NOD (GS 2 POLITY)

The central government on Tuesday approved the formation of a tribunal to adjudicate the Mahanadi water-sharing dispute

Earlier the Supreme Court had directed the Centre to constitute a tribunal to adjudicate on the matter within a month.

The tribunal will consist of a chairman and two other members nominated by the Chief Justice of India from among judges of the Supreme Court or high courts.

The Inter-State River Water Disputes are governed by the Inter-State Water Disputes Act, 1956.

The order on constituting a new tribunal comes even as the government plans to introduce a new bill that would have a single tribunal to replace all existing water tribunal for the limited usefulness of present system

About Mahanadi & the Dispute

The Mahanadi originates from northern foothills of Dandakaranya in Chhattisgarh and its basin extends over states of Chhattisgarh and Odisha and comparatively smaller portions of Jharkhand, Maharashtra and Madhya Pradesh.

Sharing of Mahanadi river water has been a bone of contention between the states of Odisha and Chhattisgarh as Mahanadi is an arterial river for Odisha since agriculture in the state largely depends on its water

The root cause of dispute between Odisha and Chhattisgarh over the water of Mahanadi is the construction of a reservoir on the Mahanadi Chhattisgarh despite objections raised by Odisha, the lower-riparian state.
IT EXPORTS TO GROW 7-9% IN FY19 (GS 3 ECONOMY)

Software and services exports, the mainstay of the Indian IT industry, will grow 7-9%, according to a key projection by Nasscom for 2018-19.

The industry, which for long was growing at good double digit rates, has been hit by a reduction in global tech spends, and a change in the nature of these spends – towards newer digital offerings and cloud-based models – which the industry is still adjusting to.

IT export is the most important component of Indian economies service led success story. It has been a major earner for the country with, FY16 and FY-17, accounting for exports of $108 billion and $116 billion respectively. And it is expected to be e about $135-137 billion in FY-19 as against $126 billion in current fiscal.

India IT sector though a top earner has not quite moved up the value chain. For the global tech fields are rapidly evolving we need to master more sophisticated areas of software and should move towards export of more high end products.
