Bharat Net Project

(1). Bharat Net seeks to connect all of India’s households, particularly in rural areas, through broadband by 2017, forming the backbone of the government’s ambitious Digital India programme.

(2). Earlier National Optical Fibre Network or NOFN failed due to slow implementation.

(3). NOFN is now rebranded as Bharat Net.

(4). At present, a special purpose vehicle, Bharat Broadband Network Ltd (BBNL), under the telecom ministry is handling the roll out of optical fibre network.

(5). The project is being executed by BSNL, Railtel and Power Grid

(6). It is world’s largest rural broadband connectivity programme using Optical fibre

(7). The project is being funded by Universal service Obligation Fund (USOF).

(8). The three-phase implementation under the BharatNet project is:

       * Under the first phase, one lakh gram panchayats would be provided connectivity by laying underground optic fibre cable (OFC) lines by March 2017. This phase is nearing its completion.

       * Under the second phase, connectivity will be provided to all 2,50,500 gram panchayats in the country. It is to be completed by December 2018.

*Under the third phase from 2018 to 2023, state-of-the-art, future-proof network, including fiber between districts and blocks would be created.

Which Animal that never drinks water in its entire life ?

The tiny kangaroo rat found in the south western deserts of the united states does not drink water in its entire life. Kangaroo rats are an important part of desert life. They are often eaten by other animal for the water in their bodies. The rats can run very fast, covering 6 meters in one second, Because of their long powerful legs and the strong tail which resemble those of the kangaroo they are called the kangaroo rats. They grow to about 38 cm long, including a tail of 20cm.
75th Anniversary of Quit India Movement

Many citizens of our country do not even care to know about our past history but we should understand that forgetting one's history is like losing one's identity. But, we know that you all are aware that 8th August was a very important day in India's history. India's Independence struggle is a long battle that has numerous stories of courage & valour buried deep in its history. The struggle saw many revolts, movements which were aimed at India's freedom but there were few which proved to be milestones in the journey to freedom. Non co-operation movement, civil disobedience movement etc are the names that helped the Indian freedom struggle to gain significant momentum. But the final blow was the QUIT INDIA MOVEMENT that helped to overthrow the British roots from India.

Quit India is one of the watershed moments of the Indian History. It was launched at Mahatma Gandhi’s call in Bombay on August 8, 1942 at Bombay’s Gowalia Tank Maidan (subsequently known as August Kranti Maidan). It acted as a final nail in the coffin. There were huge protests all around the nation. People started courted arrest all over the country to show their anger towards the British rule. However, the major point to mention about this movement is it's non-violent base & nature. It was purely carried out on the principle of non-violence. Gandhiji himself said in his speech that the countrymen's fight is not a drive for power, but purely a non-violent fight for India’s independence. "The power, when it comes, will belong to the people of India, and it will be for them to decide to whom it placed in the entrusted", he said. The father of the nation called this movement as a fight not against the British people but against British imperialism.

On 8th August we celebrated the 75th anniversary of the Quit India Movement. The movement that was not merely a movement but a mass struggle for the freedom of our motherland. The western world was already immersed in the inhuman, barbaric acts of the fascist powers & we Indians were trying our best by our ancient ideology of Ahimsa. Quit India movement can be termed as the inception of the dawn of Indian freedom. Now, the meaning of freedom has changed for every individual. But back then in 1940s, the only meaning was to clinch independence. Our PM has also urged the people to revive the spirit of the Quit India Movement, urging them to quit communalism, casteism, corruption, poverty, dirt and terrorism by 2022. So, we as responsible citizens should strive to make India a better place to live. At that time we forced the British to quit our nation but now is the time when we need to get rid of certain vices which affect the greatness of this nation's great legacy.

We must pledge to become better citizens & serve our nation with an immense sense of responsibility.

El Nino
El Nino refers to the heating up of water in the eastern pacific region which will have a cascading effect on the weather conditions across the world. The theory behind the occurrence and cause of an El Nino hasn't been completely conceptualized yet. Indeed, it is an observation made by Sir Gilbert Walker, the Director General of Observatories in India more than a century back that led to the discovery of this effect. Even though we have learnt a lot about El Nino since then, but there is still a lot left to understand.
The effect an El Nino has on India is probabilistic in nature. Statistically, there are 40% chances that an El Nino will result in a drought situation in India. It implies an El Nino doesn't necessarily result in a drought in India. For example in 1997, an El Nino year, India witnessed an above average rainfall and there are many other years in which an El Nino did not result in a drought in India. So, an El Nino in isolation cannot have a definitive effect on India.

But there is another interesting effect called the Indian Ocean Dipole (IOD), studied by Toshio Yamagata's research group at JAMSTEC. The study found that when waters in the Indian Ocean towards Africa are unusually warm and the waters towards Indonesia are extremely cool, they form a dipole. This is called a positive dipole and a vice versa phenomenon results in a negative dipole. And when a negative dipole is coupled with an El Nino, there is a very high probability that India will face a drought! Sadly, there is a strong chance for occurrence of a negative IOD in the Indian Ocean. So, we can strongly expect a weak monsoon this time. Since, a majority of our agricultural production still depends on monsoons, a weak monsoon night have a trickle down effect and ultimately lead to food inflation.

“Clearer policies and investment in the right systems are needed to meet sanitation goals in India.” Discuss

(The government always gives special attention to Swachh Bharat Mission. This attention makes it more important for UPSC. Also, the mission deals with an important issue related to both rural and urban population of India.)

Level of implementation of the Swachh Bharat Mission

It has subsidy-based mass toilet-building programme A government-commissioned survey estimates that the coverage now extends to 62.45% of households, up from 39% in 2014
With the substantial funding available from the Centre, State governments cannot have a convincing reason for a poor record Issues with the implementation

Among the benefited households, nearly 92% of people who have access actually use the toilet
There is data from undivided Andhra Pradesh which shows that household latrines built before the Swachh programme couldn’t be used Why: because many rural households did not have a water source The newer ones may meet the same fate without access to water
Also, Dalit houses tend to have lower coverage which hints at structural difficulties in accessing the scheme positive outcomes of the Mission

The most important outcome is reduced stress for women, who suffer silently in the absence of toilets
There are well-known gains to public health as well performance by different states

According to Centre’s assessment, Bihar, Jammu and Kashmir, Odisha, Uttar Pradesh and Telangana have particularly failed to upgrade rural sanitation.
While Sikkim, Himachal Pradesh, Kerala, Uttarakhand, Haryana and Gujarat have exceeded the goals
Effort by the government: Union Ministry of Drinking Water and Sanitation has introduced a new district-level ranking It may help the more backward States to bring about infrastructure
The way forward many Indians do not see the waste they generate as their problem, and consider it to be someone else’s responsibility. This attitude of Indians should be changed.
