The strike was carried out by the Israel Police's elite Gideonim unit (Unit 33) with the Shin Bet and IDF. Hamed served on the Military Council of the al-Qassam Brigades in Judea and Samaria and was tied to the Silwad cell behind deadly shooting attacks during the Second Intifada.
