“Order” is surely one of the words most closely associated with the IDF. But have you heard of the General Staff order? If you have wondered how the military decides what it will do tomorrow or the day after, the answer lies deep inside the General Staff command bunker. There, underground, sits the Operations Division’s Planning Branch.

“Our job is to guide, plan and consolidate the IDF’s plans for the near and distant future into a single concise document,” explains Maj. Tz., an officer in the multi-theater planning section. “It is our tool for examining the work of every division, directorate and command, and turning it into a coherent, complete operational plan that, after many iterations, will ultimately reach battalion level and every soldier in the military.”

HOW IS A GENERAL STAFF ORDER BUILT?

Work on the order begins each day in a General Staff brainstorming forum chaired by none other than the Chief of the General Staff. You could think of it as a creative meeting, except no one is discussing billboard designs or a slogan for a new protein drink. This meeting seriously examines developments on the ground and works out the adjustments the IDF needs to make here and now.

From there, the work follows two main tracks: operational planning and current operations. The main distinction is the order’s time horizon. The first concerns longer-term planning that will eventually form the basis for operations in theaters near and far. The second is tailored to the latest situation across every domain and can be put into effect immediately.

“We understand that this is a multi-theater war, as it has been throughout the past two and a half years. That is why the ability to connect Iran, Lebanon, the Houthis and Hamas at the planning level is critical,” Maj. Tz. explains.

Both tracks consist of three main stages. First comes “design.” This is where the “purpose” is defined, an essential concept that needs explaining because it simply does not exist outside General Staff meetings. It is the overarching objective we want to achieve as a military. Think of it as the guiding principle under which the General Staff operates.

The “design” process extends beyond the bunker to the entire military.

“Alongside those meetings, we consult the relevant officials in the commands or directorates,” the branch head explains. “We establish a forward-looking picture of the situation and consider where a strike should be carried out or military control deepened to thwart threats.”

That leads to the second stage: the concept. Now it is time to devise the specific stratagem that will achieve the purpose, using the findings gathered so far. It may sound complicated, but it is “simply” a matter of working out how we will act to reach the overarching objective.

From here, we move on to drafting the “planning directive.” At this stage, the planning personnel divide into groups, each overseeing its relevant subject. Representatives of the Personnel Directorate are responsible for personnel instructions. Southern Command personnel, for example, are tasked with matching resources to the theater they know so well.

Eventually, after feedback and revisions, all the sections are brought together and submitted to the Chief of the General Staff, who presents them to the political leadership and receives its comments. Once those have also been incorporated, the order is finally ready.

Thought that was the end? However lengthy this process may be, it marks only the beginning of an operation. The baton now passes from the planning teams to the forces carrying it out across the military, at sea, in the air and on land. But there is one final catch.

“I might enter a campaign or operation with a plan that covers me for X amount of time. From the moment the opening strike is carried out, I will be working on what comes next,” explains Lt. N., an Iran section officer in the Operations Division.

“I take part in situation assessments and understand that we will need to adapt and plan ahead: what we will strike, which operations will take place, how to ensure that the IDF Spokesperson’s statement to the public reflects the situation, and what needs to be done to keep hitting the enemy. Ultimately, in an emergency, everything runs at a high tempo to maintain complete synchronization between the different bodies.”

Each of these orders was presented to the General Staff at the Supreme Command Post in a small, symbolic ceremony just as the operation was getting underway. They determine the policy governing the commands’ and directorates’ actions, which then flows down through every chain of command.

The document runs to dozens of pages, carries an extremely high classification, and is meticulously compiled so that nothing can be interpreted two ways. And so, clause by clause, the words that will determine what happens tomorrow are written.

BETWEEN THE ROAR AND THE LION

“On D-day, at H-hour, 28/02/26 at 08:10,” Lt. N. reads aloud from the opening words of the “Roaring Lion” order.

“We talked about that H-hour so much. All the planning beforehand led to that second when the aircraft takes off, the first bomb is dropped, all the air-defense batteries move to immediate readiness, and alerts go out to the public.”

Having prepared for this campaign long beforehand, Maj. Tz. continues: “If I have to think of an order that challenged me from beginning to end, it is this execution order.”

Ali Khamenei, the leader of the Iranian terror regime, was killed in the operation’s opening strike.
