Telegram is experiencing some kind of server outage on DC4, so all my bots will be down until DC 4 comes online

@LinktoFileTGBot have serious down time since past three days, it is actually a server side issue because most of the bots that's hosted in heroku are experiencing the same, anyway both the bots are now up and it's been bit late to notify and sorry for the inconvenience.

NB: Still i don't know how long this issue will last so let's keep the fingers crossed and wait until they fix it.
